Workplace rehabilitation providers

Information for rehabilitation providers working in the NSW personal injury schemes.

Important

Refer to the Guidelines for the Provision of Relevant Services (Health and Related Services) for the code of conduct that all service providers, including rehabilitation providers, must comply with.

Workers compensation services

Workplace rehabilitation providers (WRPs) must be approved by SIRA to work in the NSW Workers Compensation Scheme.

How to become an approved workplace rehabilitation provider

Prior to making an application, applicants should submit:

  • an expression of interest (EOI) at any time during the year by emailing SIRA at providers@sira.nsw.gov.au
  • details of a nominated individual to be the single point of contact with SIRA and have authority to make decisions on behalf of the applicant.

After receiving an EOI, SIRA will conduct a preliminary meeting to ensure you understand:

  • the workplace rehabilitation provider approval framework
  • the annual reporting, self-evaluation requirements and relevant resources
  • the application form to become a SIRA approved workplace rehabilitation provider.

Applying for SIRA approval

After submitting an EOI, you will need to apply to SIRA following the process outlined in the Workplace rehabilitation provider approval framework.

If your application is approved, a Certificate of Approval can be granted for up to 3 years.

Workplace rehabilitation services

Workplace rehabilitation services are usually delivered at the workplace in consultation with all people and may involve:

  • assessing the activities a worker can currently perform
  • assessing available suitable work options
  • advising about modifications for the work environment or work practices to reduce work demands
  • designing a recovery at work plan with the worker, their employer and doctor
  • advising about work options when the worker is unable to recover at work with their pre-injury employer
  • facilitating workplace discussions if a workplace relationship issue is impacting a worker’s recovery at work
  • assisting a worker to find work with a new employer.

What to expect from your workplace rehabilitation provider fact sheet provides information to workers and employers about the role of the provider.

Workplace facilitated discussion

Workplace facilitated discussion (WFD) is a meeting conducted by a third party to resolve workplace conflict and help recovery at work.

Motor crash compensation services

Rehabilitation providers don’t need a SIRA provider number to deliver treatment services in the NSW Compulsory Third Party (CTP) Scheme.

Referral for rehabilitation provider services will usually be initiated by the CTP Green Slip insurer making contact with the provider.

The insurer may make a referral for rehabilitation provider services for:

  • an assessment only, specifying the issues to be addressed (for example review of capacity, review of treatment, vocational, workplace or education assessment or care needs assessment) and a summary of recommendations
  • an assessment and rehabilitation plan when it is apparent services will be required.

Once a referral has been received, you may want to contact the insurer with any questions about the referral. The insurer may have additional information available that is relevant to the referral.

You must always get approval from the insurer before providing services, including initial assessment, to ensure accounts will be paid.

You might also need to use the certificate of capacity and the Allied Health Treatment Request.

Fees and invoicing

There are no gazetted fees for workplace rehabilitation providers in the NSW workers compensation scheme.

You must have insurer approval before commencing services and must present itemised invoices before payment can be made.

See fees paid for workers compensation services for more information.

Get treatment approval first

If the insurer denies liability, or declines a treatment request because it does not meet 'reasonable and necessary' criteria, your patient is personally responsible for payment of accounts.

So before treating your patient please confirm they have submitted a CTP claim and you have approval from the insurer to start treatment.

Insurers must provide a written response within 10 days of the request being received.

SIRA currently does not have gazetted fees for rehabilitation providers working with a motor accident claimant.

More information about fees can be found in Providing rehabilitation services in the NSW CTP schemes - FAQs.

Without prejudice payments

Insurers may offer to pay for treatment on a ‘without prejudice’ basis, which means they cover costs without formally accepting liability.

You should always secure this agreement in writing before providing services.

Specialised job seeking services

Workers seeking new employment can ask for support from a workplace rehabilitation provider with specialist job seeking skills. The specialist job seeking model identified by a WRP will outline the services delivered, which may include:

  • negotiating a job placement strategy that outlines the services to meet the worker's needs
  • preparing the worker to independently seek and obtain a new employment
  • facilitating job search and placement support for job seekers
  • providing assistance with elements of job seeking skills
  • addressing any barriers for return to work.

For workplace rehabilitation providers applying for the specialist job seeking service stream, the application must:
