Home building compensation disputes

Request a review if you're a homeowner or builder not satisfied with a claim outcome or a decision about eligibility for home building compensation (HBC) insurance.

For homeowners - review of a decision about a claim

If you’re not satisfied with a decision about your HBC claim, you can request a review of icare’s decision through the:

You can also ask SIRA to conduct a 'Regulator compliance review' about the way the HBC insurer (icare HBCF) handled your claim.

The 'Regulator compliance review' will determine if icare has not followed the Home Building Act 1989, the Home Building Regulation 2014, the HBC Insurance Guidelines, or icare’s commitments to complaint and dispute management under the HBC scheme. The 'Regulator compliance review' is not a merit review of the decision and will not overturn the icare’s decision.

You can contact SIRA through the mySIRA portal or by calling 13 74 72 between 8:30 am to 5 pm, Monday to Friday.

For builders – review a decision about eligibility or premium charges

If you are not satisfied with a decision about your eligibility or premium charged for home building compensation (HBC) insurance, you can ask your broker to arrange a review.

If you think your matter was not handled in accordance with the Home Building Compensation (Eligibility) Insurance Guidelines, you can ask SIRA to conduct a 'Regulator compliance review' about the way icare handled your application through the mySIRA portal or by calling 13 74 72 between 8:30 am to 5 pm, Monday to Friday.
