Scope of the review
The Strategic Review of health provider regulation (the Review) will examine SIRA's current regulatory practice with the aim to improve regulatory outcomes and the achievement of the personal injury scheme objects.
The Review will incorporate analysis of opportunities for enhanced collaboration with health regulators at a state and national level, and identification of actions to strengthen regulatory posture and practice.
It will deliver a roadmap for reduced complexity and optimised performance of health practitioner regulation, featuring practical, principle-based solutions and clear implementation actions, timeframes and accountabilities.
Why the review is important
SIRA’s Regulatory Priorities includes a commitment to targeting systemic non-compliance by entities. Specific and focused efforts are being applied to strengthen supervision of relevant service providers targeting non-compliance and inappropriate servicing or billing which are impacting the achievement of scheme objects.
Independent reviewer
This independent review is being conducted by Sue Dawson. Ms Dawson most recently completed the Independent review of complexity in the National Registration and Accreditation Scheme for Health Ministers.
Ms Dawson has also held the position of New South Wales Health Care Complaints Commissioner and worked in senior roles in the NSW and Commonwealth public sectors for:
- income support
- school funding
- employment policy and programs.
She has qualifications in law, social work and urban planning. Her formal training in public sector policy, regulation and service delivery includes completing the Executive Fellows program at the Australia New Zealand School of Government (ANZSOG).

Ms Sue Dawson was appointed as the independent reviewer and has commenced research and planning.
November 2025
Targeted consultation is scheduled to occur with stakeholders.
