Special licence conditions imposed on Star Entertainment Group Ltd workers compensation self-insurer licence

SIRA has imposed special licence conditions on the Star Entertainment Group Ltd (the Star) workers compensation self-insurer licence.

The conditions are imposed due to SIRA’s concerns about the performance of the Star’s self-insured workers compensation claims management.  SIRA has compared the results of annual self-audits submitted by the Star, over the past three years and identified significant issues with compliance and case management practices. SIRA found consistent under performance in The Stars’ compliance with legislation and case management practices.

In response SIRA has imposed the following special licence conditions on the self-insurer:

  • The licensee must implement the Remediation Plan as submitted to SIRA on 15 September 2023 and approved by SIRA in accordance with the timescales in that Plan and provide SIRA with a monthly update on implementation of that Plan within 10 business days of the end of each month until the finalisation of the Plan.
  • The licensee must implement the approved assurance program as submitted to SIRA on 19 September 2023, to monitor the effectiveness of the Self-Audit Remediation Plan and claims management compliance and performance.
  • The licensee must provide SIRA with the quality assurance program monthly report results within 10 business days from the end of each month until advised otherwise by SIRA.

SIRA will schedule an audit under the powers of section 202A of the Workers Compensation Act 1987, to take place in the second quarter of 2024. Should performance improvement and effectiveness of the remediation plan not be demonstrated, SIRA may take further regulatory action.
