Carmel Donnelly appointed as Chair of IPART

SIRA Chief Executive, Ms Carmel Donnelly, has been appointed as the Chair of the Independent Pricing and Regulatory Tribunal (IPART). She will continue at SIRA until a new Chief Executive is appointed and take up her new role by 1 July 2021.

Having served four years as the Chief Executive, Ms Donnelly has established SIRA as a customer-focused regulator in a complex landscape subject to considerable scrutiny.

In her time at SIRA, Ms Donnelly led the implementation of the NSW Government’s 2017 reforms to the CTP scheme which provided broader coverage for people injured on the roads and more affordable premiums. She strengthened SIRA’s regulatory approach to protect customers and held insurers accountable through increased public reporting, regulatory supervision and enforcement.

Ms Donnelly has supported mentally healthy workplaces through recovery at work programs developed in partnership with people with lived experience of mental health challenges and oversaw a major review of healthcare arrangements in NSW CTP and workers compensation. Most recently, Ms Donnelly supported the implementation of the Personal Injury Commission Act 2020.

Throughout her time as Chief Executive, Ms Donnelly has prioritised employee wellbeing and engagement, and built an inclusive culture that welcomes all employees so they can bring their whole best self to work. She has been a champion for diversity, including through chairing the Department of Customer Service's Aboriginal Employee Resource Group and Ability Employee Resource Group.

Over the next few months, Ms Donnelly will continue SIRA’s regulatory program and consideration of upcoming reports from the Law and Justice Committee and the McDougall Review. She will work with the SIRA Board and leadership team to prepare for a smooth handover to the incoming Chief Executive, and to ensure SIRA continues to positively impact the people of NSW.
