    What is this about?

    SIRA is seeking feedback on the Model of care for the management of low back pain - summary (the Summary Model).

    This consultation provides an opportunity for key stakeholders and the public to provide feedback on the Summary Model prior to implementing the Summary Model within the compulsory third party (CTP) and workers compensation (WC) schemes.

    A key component of this consultation is to seek feedback on how best to promote and encourage the use of the Summary Model by treatment providers working in the schemes and to raise awareness with insurers and other stakeholders.

    About the Summary Model

    The Summary Model intends to improve health, quality of life and social outcomes of people with low back pain by providing best-practice recommendations for health professionals delivering care. The ambition is that people with back injury recover and can return to work or usual activity sooner than ever before. The Summary Model aims to:

    • support people to receive value-based healthcare through the early assessment, management, review and appropriate referral of people with back injuries in the NSW personal injury schemes.
    • encourage self-management, return to work and usual activity by the injured person, empowering the person in their recovery journey.
    • direct access to the right care at the right time and is anticipated to shorten time spent in schemes.

    The closing date for submissions is 6 September 2023 at 5:00 pm.

    In your feedback, you may wish to consider the following questions when reviewing the recommended care pathways:

    • Do you have feedback on how the Summary Model can best be implemented to ensure people with low back pain receive best practice treatment?
    • Are there any barriers to implementation?
    • What resources would facilitate adoption of these recommendations in practice?

    Feedback

    The consultation on the Model of Care for the management of low back pain – summary (the Summary Model) ran from 16 August 2023 to 6 September 2023. SIRA invited submissions from:

    • the people of NSW
    • over 12,000 SIRA-approved allied health practitioners (AHPs)
    • various health professional organisations and peak bodies, including the Australian Physiotherapy Association and Australian Psychological Society
    • SIRA’s Workers Compensation Tripartite Committee
    • SIRA’s Value-Based Health Care Advisory Committee
    • over 80 licenced insurers operating under the NSW workers compensation and motor accident schemes.

    The public consultation sought feedback from stakeholders on the implementation of the Summary Model and opportunities to support its adoption as best practice.

    SIRA received a total of 234 submissions from a range of stakeholders.

    Feedback was reviewed and coded into themes and subthemes. SIRA identified seven key themes. Of the seven themes:

    • five related to clinical aspects of the Summary Model and treatment pathways
    • two related to implementing the Summary Model and disseminating educational resources to health providers.

    The five identified themes relating to clinical aspects were presented to SIRA’s Back Injury Clinical Advisory Group for consideration.

    These themes included:

    • suggested terminology changes
    • clinical tools
    • access and definition of specialist services
    • suggested changes in pathways
    • limited follow up following initial consultation.

    After thorough consideration of the feedback received from all stakeholders and based on expert advice from the Back Injury Clinical Advisory Group and the evidence base, SIRA and the Agency for Clinical Innovation (ACI) has now finalised the Summary Model.

    SIRA will launch the Summary Model in February 2024.

    A detailed consultation summary report is now available and provides an overview of the feedback, outcome and rationale for decisions that informed finalisation of the model.
