This consultation is about a range of reform ideas to redesign how the home building compensation scheme is regulated and operated.

  • The Issue

    In December 2020, the Independent Pricing and Regulatory Tribunal (IPART) published the findings and recommendations of a review of the home building compensation scheme’s efficiency and effectiveness. We are now consulting about the design of regulatory reforms flowing from IPART’s review.

    The reform ideas fall under three themes:

    • expand some aspects of the scheme to better support some homeowners
    • narrow some aspects of the scheme to lower the cost of some work on homes and reduce regulatory burdens or costs; and
    • reconsider who should provide cover in the scheme and how they should be regulated.

    We will use the feedback we receive from this consultation to provide advice to Government about what mix of reforms to adopt. We will publish the outcomes of the consultation on the SIRA website.

    During this consultation we received 119 submissions, of which 106 have been made publicly available with information redacted where requested.
