CTP insurance arrangements for the point to point industry

We are seeking feedback on issues that will be considered in the development of future Compulsory Third Party (CTP) insurance arrangements for the point to point industry ie beyond December 2020 when the current transitional arrangements are set to expire. The point to point industry refers to passenger services that are carried out in accordance with the Point to Point Transport (Taxis and Hire Vehicles) Act 2016.

Issues for discussion

Three issues are explored in the Point to Point Horizon Scanning Issues Paper. These issues have been informed by presentations and discussions held at the Horizon Scanning Workshop conducted by SIRA in September 2018. The issues are:

• Privacy
• Future proof
• Fair pricing of risk

2. Key challenges

• Multiple functions
• Vehicle, driver and business relationships

3. Proposed risk rating factors

• Kilometres travelled
• Location
• Time of day
• Shift durations/rolling shifts
• Driver condition
• Vehicle usage
• Vehicle design and features
• Effective corporate safety policies

Industry stakeholders are encouraged to read the Point to Point Horizon Scanning Issues Paper and provide comment and/or respond to the questions that are outlined in the document.

You don’t need to answer every question but you should address the specific issues raised in the paper and where possible provide evidence to support your feedback.

Next steps

Following consideration of all the submissions SIRA will develop options for new point to point CTP arrangements. These will be outlined in a further consultation paper scheduled for release in the second quarter of 2019.
