Purpose
The purpose of this consultation paper is to seek feedback on the health outcomes and reporting framework for the NSW workers compensation (WC) and compulsory third party (CTP) schemes (personal injury schemes).
What is the framework?
The proposed framework includes:
- a vision for the delivery of healthcare within the WC and CTP schemes: “the workers compensation and CTP schemes regulated by SIRA deliver value-based care to injured persons covered by the schemes”.
- how the achievement of the vision will be defined and measured.
The health outcomes framework will improve our understanding of the health outcomes claimants experience in the personal injury schemes we regulate. Better data on injured people’s health status and outcomes is essential to enabling SIRA and scheme participants to determine how the schemes are going in delivering value-based healthcare.

Outcomes
Final framework published
SIRA published the final framework. This framework reflects input from continued stakeholder engagement on SIRA’s healthcare review and consultation on the draft framework.
SIRA continues to work with scheme participants to co-design an implementation plan for the framework
Submissions and themes
SIRA received 28 submissions, 25 of which have now been published (see link below).
The submissions included the following themes:
- The metrics to be used to measure outcomes should be included in the framework
- The roles and responsibilities of scheme participants need to be defined within the framework
- The framework should align with NSW Health’s approach to health care
- SIRA should develop a communication strategy to promote and educate scheme participants about the framework
- Data collection and analysis should be used to identify low and high value care in the WC and CTP systems
- Public reporting of performance will increase transparency and accountability
- SIRA should use the framework to promote timely, evidence-based delivery of health care.
- Improved communication and collaboration between scheme participants is important for achieving outcomes
- SIRA should continue consultation with stakeholders throughout the development and implementation of the framework.
SIRA is considering the issues raised in the submissions and will be finalising the framework for publication next year.
